Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Immense energy is allocated on managing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from devastation and another blackout.
Persistent Threats
Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, certainly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from thinking that the current condition will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
